THE NATIONAL LAND SERVICE HAS COMPLETED LAND ACQUISITION FOR THE IMPLEMENTATION OF THE RAIL BALTICA PROJECT
The National Land Service (NLS), contributing to the implementation of the project of special state importance "Rail Baltica", successfully carried out the work of acquiring land for the needs of society. On 10 June, the Director of the Service Laimonas Čiakas signed the last act of taking the land for the needs of society, which completed the second and final stage of the land acquisition project "Rail Baltica". In less than two years after the start of the project, the NLS has taken 2 622 parcels to build the railway track and to secure access to adjacent sites.
The Director of the NLS Laimonas Čiakas points out that the Service has succeeded in ensuring the rapid and smooth taking of land for the “Rail Baltica” project. "The first phase of the acquisition of land for the construction of the railway track was started in the second half of 2018 and completed in spring 2019, the second being the first to ensure access to adjacent sites, started in autumn 2019. I am grateful to the staff of the NLS and to the other institutions with which we have cooperated. I am proud that our Service has made a significant contribution to this project of lasting historical importance for the state. NLS specialists will benefit from the experience gained in working on the implementation of the project "Rail Baltica", – convinced L. Čiakas.
In the implementation of the second phase of the land acquisition project "Rail Baltica", the NLS took 1257 private and public land plots for the construction and reconstruction of local roads, with a total area of about 380 ha. These plots of land in the municipal territories of Kaunas, Kėdainiai, Jonava, Pasvalys, and Panevėžys will help to ensure access to the adjacent rail track of “Rail Baltica”.
During the second phase of the acquisition of land for public needs, the land was taken from 16 owners in the territory of Kaunas district municipality, from 198 owners in the territory of Jonava district municipality, from 70 owners in the territory of Kėdainiai district municipality, 294 owners in the territory of Pasvalys district municipality and 327 owners in Panevėžys district municipality territory. In total, the Director of the NLS adopted 1750 acts for the collection of land for the needs of the public and signed close to 6700 copies of the documents.
During the first phase of the collection of land for the needs of society, when land from private owners was seized from private owners to build the “Rail Baltica” railway gauge, 1365 plots were taken for the needs of society in Panevėžys, Pasvalys, Kaunas, Jonava and Kėdainiai districts, with a total area of 1244 ha.
The Director of the NLS points out that in implementing both the first and the second phase of the land acquisition project "Rail Baltica" the Service took into account the interests of the owners of land plots to the maximum extent. "After the procedures for the collection of parcels, the farmers were granted temporary access to land. In places where railway infrastructure is not yet underway, farmers are now making good use of the land taken in Panevėžys and Pasvalys," – says Laimonas Čiakas.
From Kaunas to the 96.9 km of the design railway line, farmers will be able to use the land until the end of this year. From this part to the Lithuanian-Latvian border it will be possible to work on land for the following year. Farmers will also be able to declare crops and payments to the National Paying Agency.
Procedures for the collection of land for the needs of society were initiated after the adoption of 2017 of the special plan for the European gauge of the special state importance project "Rail Baltica" for the construction of the railway line from Kaunas to the state border of Lithuania and Latvia by the Government of the Republic of Lithuania.
