TAIWAN - EXCLUSIVE ATTENTION TO THE INFORMATION SYSTEM FOR THE PREPARATION OF LAND PLANNING DOCUMENTS OF LITHUANIA

The National Land Service Land Planning Documentation System (ZPDRIS), presented in the International Conference on Science and Training in Taiwan (the Republic of China), has received special attention.

At the conference, which discussed various geographic information systems and land administration issues, Lithuania's presentation of services and principles of operation of the ZPDRIS was included in the best five presentations and won an award.

The participants of the conference were most interested in the structure of the system, i.e. y the management of large quantities of documents and processes, as well as the possibility to see the vector data of the land-use planning document being prepared at the design stage and to verify it through the information in the spatial data window of the spatial data, such as the protected areas. Participants of the conference also congratulated Lithuania on the fact that it managed not only to create, but also to ensure a successful and transparent process of work with this information system in the preparation of land management planning documents.

The acknowledgement was not casual. According to the data of 2018-04-03, since January 1, 2015, through ZPDRIS more than 33 thousand files have been ordered. The system created and approved more than 56 thousand documents; more than 46 thousand people use this system as registered users. From 02/01/2015 to 31/12/2015 76% land preparation planning documents were prepared in printed form, while 24 percent were prepared online. During the period from 1 January 2016 to 31 December 2016, even 83 percent of lands planning documents were prepared in the ZPDRIS. It should be noted that as of 31 December 2017, even 93 percent of the projects were prepared in 2017 using ZPDRIS, and only 7% in printed form. According to data from 2018-04-03, 96% land planning documents have been prepared within the ZPDRIS and only percent of documents prepared in printed form.

The National Land Service, as an institution that carries out state maintenance of land management and territorial planning documents, during the first quarter of 2018, verified over 1,600 land-use planning documents through ZPDRIS, with only over 70 land-use planning documents in paper form.

The exclusive advantage of HRDIS is the ability to involve a large number of process participants. The activities of all institutions participating in the land management planning process are merged into a common information system, thus implementing the one-window principle in organizing, preparing, coordinating and checking land-use planning documents. HRDIS facilitates the quality of services provided, shortens document preparation and adjustment time, as well as helps to monitor and control service delivery processes.

Electronic services provided by ZPDRIS:

• E-service service of rural development land management project preparation;

• E-service for the preparation of land plot formation and conversion projects;

• E-service for project preparation for land acquisition for public needs.

• E-service for the preparation of land consolidation projects.
